I usually warm up by walking for 5 minutes on 3.8 and then I run on 5.5 for 30 minutes. But my shins hurt so bad that I have to stop frequently so could that be shin splints?

Could be shin splints. It maybe just that you are not using the correct running shoes. Inserts may help too. But just to be sure I would seek advice from your Doc.
