This is a good question. There are so many variables to take into account. I would suggest, if you like this guy, that you take things to a slightly higher level by asking him if he would like to accompany you to, say, a movie or a dinner. (make sure it is something in the evening because this elevates things from a friend thing to a more intimate thing). This will help you to assess the relationship and see if he is into it. I would just keep flirting with him. He does not sound too shy so most likely if you give him hints with flirting that he will ask you out. If not do not by shy yourself and ask him out yourself. Nothing wrong with a girl asking a guy out. =)
