I have created a logo in photoshop, but it's not high res. Do I have to recreate the logo in a new document to make it high res or is there another way to do it?

The best place to create a logo is in Illustrator, because then the artwork is vector and can be scaled to any size you wish.

Unfortunately if your file is all rasterized data, that is, pixels, then there is nothing you can do to sample it higher without losing quality and causing pixelation.
