If you're talking about Alport syndrome, then yes, it does affect both the optic and 8th nerve

Not quite sure what you mean by the "retinal effect" but if you're talking about how there's a slight delay in recognition if you dart your eyes from one side to the other, like if you dart your eyes to a clock and it seems like the second hand takes forever to move, then yes, the same thing happens with hearing. With hearing, however, it's harder to elicit the response (how can you dart your hearing very quickly?) and harder to gauge that there is a delay since most likely you will not be hearing something as time-regular as looking at a clock.

I don't know but for retinal effect try vegetarian food. It works.
