If you are complaining about hospital services, approach PALS (patient advice and liaison services) - they attempt to resolve issues on an informal basis. I used to work in a hospital responding to complaints and many issues were resolved quickly this way. If you submit a formal complaint (write to the Chief Executive) you may well wait longer for a response.

Contact you local Primary Care Trust (PCT) they will let you know who you need to send you complaint to if you can't get it dealt with locally.
