one real scenario is if he is looking for someone a bit different to you... i.e. you don't perfectly fit what he's looking for, but you are nevertheless very attractive.

Insecurity and the fear of rejection. It can't be a nice feeling if a girl says no to a man. He would feel so stupid and enbarrassed. So really they just keep dropping hints and watching your reaction. It;s also possiblr that they already have a girlfriend and are just admiring the view....

If she's a single mom that adds a level of complexity which would lead me to let her take the lead more - based on what her comfort level is. That may not apply in your circumstance but it is one possible scenario.

because of the same reasons a girl wont ask a boy out.see, they dont wanna seem weak in front of their boys by gettin a little soft over a girl.they think that girls should be coming to them and asking him to go out and stuff.and if he doesnt have the balls to ask you then ask him.

He might be thinking she has a boyfriend . As far as I'm concerned, the only way a woman can be successful at being single is to keep saying "I don't have a boyfriend !" .
