Ground nuts are what you mean I suppose - they are Arachis hypogea of the bean family (Fabaceae/Papilionaceae). They are small plants (subshrubs) which flower above ground but when fruit set occurs the inflorescence becomes positively geotropic (i.e. grows towards the ground), at which time the farmer also tills the ground around the plant making it easy to produce the fruits (nuts actually) below the soil. Harvest is also by slightly digging up the underground with a small spade and such. Incidentally the species name itself is descriptive - hypo-gea (under the ground). While ground nuts also are supposed to have originated from S. America they are very much cultivated for extraction of their oil in India and the left over meal of the nuts is a good cattle feed.Otherwise the ground nuts are eaten roasted and salted or with other spicy additions. In US you get peanut butter out of them isn't it? (Pea nut is a name not used in India; peas are generally referred to the green pea (Pisum sativum) in India.
