By doing regular weight lifting. Just don't take it to super high amounts. Also you won't look like the hulk unless you do it for many hours per day and eat very specifically.
Weight training should be part of any weight management routine, don't fear it. It's great for the metabolism.

Sounds like you want to tone and build definition but not muscle. The answer to that is high reps and lower weights. Do 20-25 reps of whichever arm exercises you do. Keep the weight lower than normal. This builds muscle endurance rather than bulky strength. Also, consider pillates. It's excellent for what you are looking to do.

Trust me on this one, I had the same problem. If you use small weights (2 or 5 lbers) and large reps (10 sets of 10). If you do this for say every day for a month, I promise you (it worked for me) your arms will have NO fat and really nice lines (cuts). There is only one problem that I've found with this method: You'll want to admire yourself in the mirror way more often. Your friends will be impressed but your ego about your new arms will annoy most of them. Go get er done girl. Later Mater.

I work out MWF I just do a few reps with free weights that I bought from a store, just a few exercises i dreampt up lol. It works for me, you wont get bulging muscles, and you will tone up some. It will take some time before you see any difference, if you need it to happen faster, then do it more but i say 30 minutes every other day untill you get the results you want.
*Please note" Everyone has a different body type, and depending on that as well you may notice different results. I suggest you start slowly, allow your muscles to heal well untill your body gets used to it.

Depends on your body type. Like other people said Less Weight More Repetitions. From personal experience (female/weight lifting) you can get bulky guy-like muscles if you go heavy on the weights. Some girls who swim (a lot) get enhanced neck/shoulder muscles but swimming is still good exercise. Don't forget to do cardio. Probably consulting with a personal trainer would help, maybe a female one.

When lifting weights for your arms you want to use low weights and many reps, for example 5-10 lbs and do 20 in a row, take a minute break and do 20 more, another breake and 20 more. You can increase your weights as you get stronger but don't do to much if you just want to tone and not get big.

You can build strength in the arm muscle without building mass by doing light weights and alot of reps.

Swimming is good, cycling can help, weights etc.
As a woman, you're not going to develop muscle like a man unless you go to the gym 7 days a week and do steroids.

Work your entire arms, focusing on your triceps.
Do a lot of reps w/ a small weight.
(Also, while doing your cardio, try using the elliptical machine so you're working your arms at the same time.)
