Being able to speak a language fluently takes time but if you are really driven to learn then maybe you'll be able to speak a language fluently in 6months to a year...
These are just some tips i can give you..<:
-read books and listen to speeches, more like continually HEARING and READING the language..
if you are just starting to learn the language you can read stories and books written for children, or books with CDs on learning the language.. (what i did with the CD i downloaded the contents to my iPOD so i can listen to it whenever i'm on the road or if i am not doing something)
-communicate with friends who speak the language, but if you are not near anyone who speaks Spanish you can go over the internet and communicate with Spanish speakers.. so you can use what you've learned from the books..
-have a Spanish-English Dictionary and English-Spanish dictionary.
-visit websites about learning Spanish language...and use that as your module too..there are free accounts and premium accounts..
- you can also use other internet resources like broadcasts you can listen to, and web sites..or you can also watch movies in Spanish
-you can also enroll in classes that offers the language but for me self study and perseverance works better..
-make time to study for atleast an hour a day...
-just remember: constant correct practice..
I suggest you combine all these techniques to make your language learning more effective..<:
-or in a more expensive way, you can immerse yourself but you will still need to study on your own..<:

I moved to Buenos Aires for six months. This worked beautifully; nobody there speaks English (except on American Night at the TGIFridays at Puerta Madera) and you get a total immersion experience.
As you struggle to explain to your landlord that, yes, the blinds ARE broken but they WERE ALREADY broken before you moved in, the tenses of Spanish verbs becomes crystal clear to you.
When you FINALLY 'get' that SCRAMBLED eggs are 'huevos rebueltos' you feel accomplished.
And when you can tell the taxi driver your address ALL BY YOURSELF it's just great!
From there, it's all downhill. If you watch enough soap operas on TV, it's not long before you know the difference between a 'lavanderia' and a 'tintoreria' and can catch the subway, take tango lessons, answer the phone, etc.
My favorite TV show was 'Hola Susana' which started with a cute little song.
If you can't go to Argentina, make friends with a Spanish-speaking family and hang around them a lot, asking them to speak only in language while you're there. Bring treats; it works!

i was posted to Colombia for two years and whilst it is true that full immersion is the best way to learn a language there are many others to help you along the way.
I used a website called www.gumtree.com it is a website where you can ask for or offer jobs ,flats and skills and my ad read
My english for your spanish.
Iwas inundated and got free lessons, i also got some good tips, from the stationery store buy some blank cards, business card size and write lots of words on in spanish and then on the other write what it means in English , take these with you wherever you go and read them whenever you can, on the bus,waiting for appointments etc.
Stick the cards on your furniture and things around the house, the first word i learnt was aspiradora( vacuum cleaner).
Stick with it you get to a point where you think nothing is going in and really want to throw in the towel but then the next lesson things will click into place.Find friends who speak spanish and socialise with them, you will gain more confidence. Good luck .Buen suerte

Go to a Spanish book store, get books, and you can also buy tapes, one other better way would be to get a espanol person for a friend, and they can help you this is what i did.....
