It depends on how long the drug has been used and what kind it was. Most drugs will absorb in different sorts of tissue/fat/lipids enough to leave a micro entrails long after the last use. This is how they catch it. If the person in question was a light user there may not be much to be detected-again, it really depends on type and duration of use.

what drugs? depends alot on what you answer to that. the golden rule is 30 days.. drugs like pot get into your fat cells so the more you weigh the longer it would pop a test..
