It is not recognized by the gov't until the license has been recorded with the state. You can call yourself Mrs. X if you want, but that isn't legally your name until you get the name change paperwork in and the state recognizes it.

Yes you are Mrs, X, but until the marriage is recorded you aren't truly official. That is why it's wise not to do anything requiring legalaties without your marriage certificate in tow.
And that is why an officiant can get into r-e-a-l trouble if it isn't filed.

You should check with your state. I live in CA and I went and got my driver's license change before we even had our ceremony. (before 9/11 it was easy to do this).
