The first step is recognizing when you are off-key. If you can't do this on your own, first record yourself, not a capella, but singing with music or someone else. Try to identify the spots where you are off and when you tend to go off, and then work on them. For instance, some people tend to go flat when they try to sing high.
Second, ask someone else who knows how to sing well to tell you when you sing off. Don't be offended if they're honest.
If you have a piano, practice playing a note, singing it, and holding it out for a long time. Then advance to playing two notes, say, c and e. Test yourself. Sing the c with the piano, then sing the e, while the c is still playing. Still holding out the e note, play the e note on the piano, and see if your voice matches. You can memorize the relationships of the pitches this way.

I can help you with jus some advidce but anyway I reccomend to follow that course. I think that singing is an inbuilt part of the human mind and soul. For countless years the act of singing has been at the forefront of art, religion, social changes and of course love. One mistake many singers make is to hold their breath while singing instead of letting the air flow through them. If you hold your breath tight you can never achieve a natural sound nor will you be able to achieve any great volume and it makes hitting the right tone harder as well. To combat this you must learn diaphragmatic breathing. This means you must breathe in to the lower part of your lungs by breathing deep and not shallow. This is not the same as belly breathing but should press out on your lower ribcage as you breathe in. There are many breathing exercises you can learn to help you achieve this such as lying down and placing a hand on the upper chest and a hand on the lower chest under the ribcage. When you breathe in the hand on the upper chest should not move and the hand on the lower chest should go up and down. Mirrors are great devices to help you improve your singing voice. By singing in front of a mirror you can watch your posture, your facial contortions and your breathing and determine what is and is not working. Try changing your posture and the way you use your face and mouth when you sing in front of a mirror and listen to the different sounds you make as you experiment. You will be surprised what straightening your back or opening your mouth wider can do to your voice once you see these things in the mirror.

Much of it haas to do with your natural ability to interpret pitch, the other part is simply a lack of energy. I can only imagine nobody is complaining how sharp your pitch is, so suffice it to say you must get your whole bidy involved in the process. Easier said than put into practice.
Wacky Advice: Try this - Do some cardio, say running, for about 10 minutes, catch your breath, THEN try and sing. What happens? Are you sharp now or in tune? If so this implies my original theory is correct. It's time to discover the power of your breath. Study italian singing.

There are books in the library that will help you with exercises - and of course you could take singing lessons, nearly any music store could connect you with a good voice coach that would help.
One lower-cost approach that a friend is doing - he got a copy of SingStar for PS2 - which is a Karaoke game that rewards you when you sing on tune. It also shows you if you are on key for the tune (sharp or flat).
A lot of people think that singing on tune is about your voice, but it is really about training your ear. search online for voice training and singing on tune - there are several articles.

That if you try to sing a note, you are in tune. You are not sharp or flat. If you have an in tune piano, then the note will sound right and "in tune". But if the strings are not correct then it will be off. Same thing with your voice. You are able to hit a note exactly.

I've taken a few singing lessons. I think this has to do with how you interpret the pitch of a note. If you don't have a natural ability to understand pitch, I'd recommend taking singing and/or music lessons.
