But besides that.. not before you are both mature enough to live independently and have known each other long enough to have seen her at her worst and still love her.
I don't recommend doing it in public.. or in some gimmicky way.. this is a serious thing you are asking. Do it some time when neither of you is rushed or have other things on your mind. Good luck!

When you feel like the love is completely mutual. If you all have a fight and you still feel like you could not go on without her, then I believe that you are close or at that step.
Make sure and pick a day that is special to the two of you..not any generalized day like Valentines or Christmas...

When you are totally and completely in love with her and you know you want to be with her forever. And after you've matured, not when your in high school or even until a few years after high school.
