It's just a part of the mind which can be changed in many ways through hormones and other chemicals.

When people are drunk their moral values change.

Hormonal changes can even effect your sense of right and wrong.

Life experience also plays a part.

Sure, Sometimes people can convince themselves that they are doing something for the right reasons, then find out they were wrong and have a change of conscience.

Yes conscience too learns and modifies. (picture you learning a new law). If you mean 'can we argue with our conscience and make it see reason in a specific situation?' Well then I suppose it is not your conscience changing but your ego winning or having its right of way.

Yes it can - that's why we need the 10 Commandments! Look at that word conscience. CON- SCIENCE. Our own belief systems can fool us.
