I like Wild About Harry's response with a bit of a change.
Charge a point for EVERY report made. If you've REALLY got an issue with someone, it shouldn't bother you to lose a point to do so.
But for those who "get their kicks" out of reporting people, They will eventually lose all their points - thus taking them put of the picture...

An ignore button won't discourage them because it's malicious. Some people want to find something offensive just so they can report it. Some people have very sad, empty lives.
Perhaps take a point off for every malicious reporting? It should be obvious to Yahoo staff as to whether or not a post really is offensive, or whether the complainer is just being intolerant. But I don't know if that would be practical.

Have Yahoo actually..INVESTIGATE..each report and not just act on the perpretators say so....INNOCENT UNTIL PROVEN GUILTY !!....Also, they need to have a Kids Yahoo, so the little ones do not have pornography and graphic answers and questions in their faces...Maybe Yahoo needs to go offshore like everyone else in business and employ some of us good people to sift through the malicious reporting if they cannot handle it themselves....If Yahoo don't have time to go through the facts, some of us sure have....just ask.....

I think that each item should be looked and then removed also if the same person reports someone more than twice then it should be investigated especially if no one else is reporting the answer or question

I like the answers given re: separate areas by age, maybe charging a point to report, maybe having an Ignore option.
But I'd also suggest one's avatar be transformed by reporting, until eventually all it shows is label, selected at random: "Complainer" or "Whiner" or "Grouch".

Make a rule that something needs to be reported 5 times to be deleted. That won't stop people from ganging up on someone, but it'll help. It also doesn't stop reporting people who have legit posts, which happen to disagree with your (e.g., your politics).

I hate people that give you a smart *** answer they're usually too ***** to have an email contact but if they do i sure abuse the f*** out of em.. hehe.
dont know how to stop it though if its your question u should be able to delete the answers you dont want or find offensive

The only way i have found is keeping your head down !!! get a bit popular with lots of answers to your questions and the jealousy kicks in !! they can"t help themselves ??????? (obviously violations are on occasions deserved ) as you say its the ones with no merits that gets to everyone ??
