Well put the shoe on the other foot. If you brought a buddy of yours home for the past three weeks and suddenly he wanted to "get with" your sister and she wanted him too, how would you feel? I don't know very many brothers who want their sisters messing with their friends (I know my brother never liked that), well girls are the same way. We want our family lives and friendship lives to remain separate. There are plenty of girls in the world, you don't "have" to date that one.

Try to mend the sister relationship. Let her know that you did not plot on her, that being around her has struck up an interest (unless you're missing some tiny little details here).
This happens amongst siblings. You may bring a buddy home that she may take interest with. So what's the big deal? She's her friend, and if you guys like each other, genuinely, than she'll get over it.
But ofcourse you can not dog her out. Your sister and her friend sounds like homies, so sister will probably be sure to tell her friend every single thing you do.
I did that to my brother. Heheh!

That's definitely not fair; I can't even see how you could take advantage of her being your sister's friend. She's just a girl you like who likes you back. Ignore what your sister thinks and go for it.

It's not a matter of fairness, your sister is acting immature.
Attraction happens when you least expect it. It's not something you can control. Nor should you have to. Hopefully your sister will get over it and be pleased for your happiness instead, and that of her "best friend."

it isnt fair but your sister just needs you to tell her that your not going to take this friend away from her you might all actually get along and have a laugh together. she feels as if shes gonna lose a friendship im sure she doesnt mean it. just dont spend all your time with this girl otherwiseyour sister will be losing her friendship

She is not being fair. If you brought home your guy best friend, and she starts liking him, I'm sure she would not think it's unfair.
I think your sister is feeling a little jealous... that her best friend and brother are getting closer. You probably need to think of some way to address this.
