Well, depends of the circumstances. If you live in the US. and have a baby and you are a foreigner the child it is considered to be a citizen, but as an geographical accident that is not possible. This has caused many problems in the United States because immigrants use that in order to avoid deportation. They are going to approve a new law as we are talking, about to change that. No child born from a person who is visiting legal or illegal in the US., will be considered anymore a citizen automatically.

Any child born in the United States or any of its territories, etc. is "eligible" for U.S. citizenship.

If the parents decide to pursue citizenship for the child, they need only demonstrate that the child was born in the United States or any or its territories, etc.
