Most photo shops can do it or just get it done at the main post office where you get your passport. My experience is to get it done at a photo shop as it'll save you time. Just look in the yellow pages and find one close to you. Call first to make sure they can do it before you go. In my area, Charlotte, NC, the local UPS store does them as well.

I got mine done at the Post Office when I did the paperwork. Or, you can go to Kinko's or Home Depot. You can't smile. Your eyes have to be visible through eyeglasses (light cannot reflect off the glass).

Most chain pharmacy's (Walgreen's, CVS, Right-Aid) , copy shops, and most anyplace that has a photo-shop in it will take your passport photo for you.
