What's the easiest/cost efficient way to ship an acrylic painting on a 11"x14" canvas panel?

well, 11x14 isn't very big so you probably don't need to construct anything huge. Depending on how you're shipping & how far... the easiest would be to wrap the painting in something soft that won't scratch the surface, like a blanket or something. Break some cardboard down & wrap it around the wrapped painting, taping it so it stays around it. Then put it in a bigger box. Stuff newspaper or styrofoam all around the painting. This will provide minimal protection but is the easiest way. Put 'fragile' 'handle with care' all over it & ship with fed ex or a courier company as opposed to regular mail.
I'm assuming there isn't any glass placed over the painting or a delicate frame. If there is you'll need alot more around it to protect. Putting more around it might be an idea anyway to protect it. Do the same initial wrap job & wrap with cardboard, then build a crate with 2x2's & chipboard around to house it. That will protect it.
It also depends on where you're shipping. International can get tricky, especially if you're using wood, because some countries (UK being one) have a strict import policy on wood products.

As painted deliver upon a painted ocean, so idle in an idle area.... for this reason, that's a marginally mushy venture... Being idle in specific situations is useful for our being energetic and robust for plenty of the situations...

unstretch the painting, roll it with paint to the inside, and put it inside a tube. the person on the other side will have to get it re-stretched. you can probably fit the stretcher bars in the tube. pvc tubes are strong and come in different measures.

I'd recommend bubble wrap.
