No. "Nutum" means "nod" and thus "will" or "command"; "ad nutum" is an idiom meaning "instantly; with the agreement of."

Notum is not a word by itself, probably the accusative of "notus", meaning a well-known person (for good or bad - i.e. can be famous as well as infamous).
