"llamada a / por cobrar" = "collect call" (a call that still has to be charged for)
"cuentas a / por cobrar" = "receivables / accounts receivable. (USA) / debtors (UK)" (a bill whose payment still has to be collected)

It means to charge... ... if someone "te vas a cobrar" that means they are going to charge you... Ex: how much is he going to charge you for that tune-up?
