Photoshop doesn't have an infrared filter.

You can duplicate the effect of using infrared film which is more or less a high contrast B&W image.

To do this:
1. Open RGB Photo and choose Channel Mixer from the Create new Adjustment Layer

2. With the Channel Mixer open, turn on the Monochrome checkbox and set the red channel to -50%, the green channel to +200% and the blue channel to -50%

3. Click OK to apply the B&W infrared effect

Hope you got it wrong. Theres nothing called as infrared filter in Photoshop to my knowledge. I think you're looking for 'RED EYE REDUCTION' filter. Again you don't have a default filter for that. You can achieve that by using the 'Color Replacement tool' (J). If you're new to the tool, try searching for 'red eye reduction' in photoshop application help (F1), a detailed step by step help is available.
