There is currently a FELV+ cat in the house. I was considering bringing another FELV+ cat into the house but wasn't sure if this will cause the existing cat to get sicker or increase it's risk

I was surprised at that first answer. At Best Friends Animal Society in Utah they have a special ROOM for FELV+ cats many of whom are eventually adopted into homes with other cats with the disease so I cannot believe that your taking on another cat with this condition would in any way endanger either cat.

I am not sure if their site: Bestfriends.org has an email contact and of course you can write or call with your question for reassurance that this is just fine.

Possibly. There are different strains of the virus, just like with human HIV. When you combine two different viruses, the cat can get much sicker from the FELV virus itself. If the cat is carrying another virus as a result of their depressed immune system, though, they could communicate that other illness to the other vulnerable cat.

An felv+ cat can infect another felv+ cat with a different strain of the virus, so yes.
