There are good tips here, and I wish to add that you also might want to look into your eating habits. You might be allergic to some products (MSG, fatty acids, milk products...); at the same time reduce stress, sleep enough, drink LOTS of water. A dermatologist might be a good idea to determine your skin type, get you the best product and maybe also some tips on foods healthy for your skin.

Proactiv is a GODSEND for me. Not only does it get rid of acne perfectly but it moisturizes.
If you just want good healthy moisture, use Jergens firming lotion on your body and Olay on your face. After you shower use the moistureizers. Only put it on once a day, that way you'll be soft n' smooth... not and oily monster! lol.

It's unclear as to whether you suffer from acne or eczema. If it is acne I would use Proactiv V...it works miracles for acne prone skin. If it's eczema, stop using soaps that might dry your skin out even more. My daughter suffers from this and she needs to keep her skin constantly moist. Use oatmeal based products (Aveeno has lots) and don't shower as much, do sponge baths. If you have access to a doctor ask him or her to prescribe you Elidel (or another alternative), which works wonders with eczema.

Get a lufa and add oxy was to it and use it on your chest, and back and arms.
DO NOT use any creams then that contain mineral oil it just drys out your skin more. (hardens it).
I'd use something pure and natural (I love Arbonne's)
but it isn't cheap. It adjusts to all skin types.

get some clearasil acne medicine and try that. and also try something with oatmeal in it..take a oatmeal bath. and then u really need to try to go to a dermatoligist! good luck!

my boyfriend had bacne and so i bought him St.Ive's medicated scrub. within TWO days..it was all gone. its an all over body scrub so you can use it on your face too. real cheap...give it a try and see how it goes.
