They shouldn't make him wear the stuff in prison. He obviously likes the stuff and that may be a reward for him.

The police will hold the evidence until all possible appeals of his conviction have passed. The property will be offered back to it's owners (if they can be matched up). Any unclaimed property will be dealt with per the department's policies: auctioned (probably not for a big bog of underwear) or disposed of.

That is pretty disturbing, too bad there isn't anything that can be done to make that man register as a sex offender. His crimes will escalate beyond that. Many rapists and sex offenders start as peeping toms and underwear thiefs and move up when that no longer satisfies them.

All those who reported the loss should be able to come in and identify and collect their property.
Distribute the rest to the Homeless and The needy through a registered Charitable organization.

Normally evidence from the crime will have to be first held, though the trial and though any chance of an appeal.

after that if the property can be ID'ed it would be returned to the owner. After that they would be sold at auction ( or offered for sale,) and if not sold, they would be given to charity.

The police should just go ahead and keep it for themselves,much as they do with fireworks,pot,and other contraband.Afterall,would you want to wear undies someone else had worn?

Who would want their underwear back after it has been "violated"? It is the closest thing to your body (assuming you wear them).
