Both. Flirting will eventually lead to sex. It's like foreplay.

I think flirting is more exciting, because you know this will lead to sex, however sex doesn't lead to anything... only more sex.. then what.
Also if you are a creative person there are many ways to flirt which will only make sex all that much better.

I think it all depends on the sex or flirting. Either can be more exciting under the right circumstances.
