there are many good Christian magic spells for just this purpose. Just leaf through the spellbook (king james will work fine) and find a sentence that seems to apply, and clasp your hands together and get all serious-looking and say it.

well this is a tough one. If you aren't careful then you are just murdering as opposed to smite. I would suggest you start mumbling to yourself, while walking down the street wearing a sign stating "the end is near". That way even if you don't invoke God then atleast you can claim insanity. lol

God is not necessary for a bit of judicious smiting. But the police might take a dim view, so make sure there are no witnesses. Beware; the other person might smite you back harder, particularly if he is bigger than you.

Why take it by force? Just offer god a guiness and I bet he'll give it to you- if not after one surely it will only take a few to get god tipsy enough to do whatever you want
