Yes, sterling silver is silver all the way through. Silver plate is a coat of silver of varying degrees of thickness over a less expensive base metal. There are huge price differences. Silver plate can look good for a lifetime with proper care but likely will not be passed from generation to generation. Solid sterling silver can be an investment and passed on to your children...

Both will tarnish and the tarnish is oxidation of the silver. When you must polish, the silver plate is losing some of its molecules leaving the coat thinner.

Both will tarnish. Sterling silver is a higher grade and contains more silver. Silver plate is just that, a coating.
