Your recruiter has nothing to do with this. Once you are shipped off to basic, his/her job ends. They got you in, now it's on to the next possible recruit.
It is possible to go TO basic as a PFC if you meet the requirements under the Army Civilian
Acquired Skill and/or Stripes for Education Program. Talk to your recruiter about that.
It is highly unlikely that you will get promoted during basic training at all. The only way that will happen is if you are the most high speed, super motivated, fastest learning private in the entire cycle OR you are a hold-over for medical reasons and you spend more than 6 months in basic training, and then you will only be promoted to PV2, not PFC.
You may be able to go in as a PFC if you have a certain amount of college or if your recruiting station is hurting to meet their quota for the month, but I HIGHLY doubt that will be the case.
Just do your time like every other private in basic. You will get PFC either in AIT (if the course is long enough) or at your first duty station.
*EDIT* Politically Wrong: He said "basic", not Boot Camp. Basic Training is Army, Boot is Marines. Different rules apply. I applaud your son for making Lance Corporal at Boot. It's a nice accomplishment.
*EDIT* @ArmyWife: Promotion to E4 is automatic (unless flagged) and no promotion points needed. Promotion to E5 requires points, recommendation, promotion board, etc.

When I was in there were some in as PFC's but there was an ROTC Spec-4 and a prior service corporal. You just have to earn it.

If you have the college credits you can.
Otherwise you will need to earn it another way..... correspondence courses, doing exceptionally well at basic etc. After PFC there are no more automatic promotions and you will have to have enough promotion points.

Your recruiter has no say so in Army policy. If you have enough college hours, you can go in at a higher rank. Beyond that, it is up to your Commander if and when you get another stripe.

just get another sucker to join, u will have PFC even before going to boot camp. the only difference between a private and a PFC is an extra 20 dollars every 2 weeks

Yes, It is based on what you accomplish, prior to going to basic, along with how well you do in basic. My son graduated Parris Island an E3..Lance Corporal
