Best option would be to take a flight from Singapore Changi Airport to Shanghai Pudong. I checked SIA and there was no direct flights on SIA to Hangzhou.

From Pudong Airport, you have several options. You can take the bus from the airport to the Shanghai railway station & catch a 3 hours train ride to Hangzhou (it isn't really that bad). There is a bus that goes from Pudong airport to Shanghai Railway station for RMB16 (if i remember correctly).

You can also take buses at Shanghai Railway Station to Hangzhou (bus departs every hour), its cost only slightly more but its quicker. Buses are clean and air conditioned.

Last option would be to take a taxi to Hangzhou, you can negotiate with the cab driver but it might cost you around RMB800-1000. I personally have never taken a taxi from Shanghai to Hangzhou.
