I make texture on pvc pipe by sanding it an making grooves on it with my dremel. Also we have wrapped it in cotton rope and bird safe sisal.

the best perches for pet birds are thewooden irregular type(manzanita) the plastic ones that come with cages are not good and can even damage the feet. I always used real branches and never had any problems. Also son't use the sandpaper rolls on them,it can cause abraisions on the bottom of the feet. If you want use one of the plaster type perches,they come in a variety of colors and shapes,those are better than the plastic perches.

Find a non-toxic glue, paint it on and roll pipe in sand.
Or glue some fine sand paper to the pipe.

I would find out for sure what glue to use first. Call a vet and ask what kind of glue to use. I'll look around and see what I can find.

All good advice but no. 3 has the best advice, replace the plastic with wooden dowels or even better real tree branches.

Wrap it in duct tape. For extra texture overlap the duct tape and put the tape on irregularly.
