I'm sorry to hear your dog is in pain. Unfortunately, it's impossible for me to tell you what's wrong with your dog's muzzle from an on line description.
It could be any number of things: A rash, something stuck in the area, an allergic reaction, a gum/tooth problem etc...
I think your best bet is to get him to a vet's office and have him checked out.
Your vet will be able to give him anti-inflammatory medication and some antibiotics for the pain. He will also be able to tell you exactly what/where this aggravation is coming from.
Hope this helps. :)

Yes it sounds like an allergy. My Lhasa got shots one time and developed an allergy to the combination of the rabies shot and the other. So he got another to counteract the other two so he wouldn't swell up. Definitely go to the vet immediately don't wait for an answer here. It may be itching too. Hurry!!!! Good luck and take care

It sounds like a bite or insect sting. Check for any fang marks or bite marks with missing fur. If the dog isn't having difficulty breathing it will most likey go away on its own. If he continues to show that there is pain, take him to the vet.
