and does having good interpersonal skills also mean roughly the same?

People Skills - all about how well you interact/socialise/communicate effectively with those around you. Things like;
- expressing thoughts / feelings clearly
- understanding others
- asking for feedback when needed
- influencing others
- resolving conflict
- collaborating
- improving relationships
Interpersonal skills are roughly the same - people interacting with other people

Like LBUK said, 'People Skills' includes influencing skills. An effective leader needs people skills.
A person may have good interpersonal skills and get along with everyone but not be able to lead.
