I think your brother saw satan..not an angel.
It is writen in the bible that even satan can appear as an angel..Angels are not dresses like this and don't look like this...so it is satan...you don't say what age is your brother..but you have to tell him the truth...of God..that satan exists..If you will tel him that he is ill..you could go even to hell..So says Jesus..those who say:you are mad....worth hell...It is your choice..Isn't there in the bible ..written that there are visions..coming from God..or from hell?from satan..?even children can see satan...I know a man he is 48 ..he saw satan looking like a beast when he was a kid..around 7 y.o.
God revealed the truth to your brother...he will know that he is not from Apes...he will be a believer..Just pray for him to see no more,because it is difficult to see things other don't see...'cos some say that one is having halucinations..meanin seeing things projected by your mind..although such thing is imposible..technically our brain cannot do such things...only the cinema can...anyone having such powers..will live in halucinations...would love them...but nobody has this powers ..only God..can make real images ..or satan...if we would have them ..we would use them..I believe him..obviously...cos I believe angels exists ..and demons exists..and we are not from Apes..

I am not in a position to say whether I believe him, as I have not heard anything from him. It appears to me that you are the one making the claim about what your brother saw, so the question ought to be whether I believe you, which, of course, I do not.
