Where are you talking about?
US, grandparents can "intervene" in limited situations, and ONLY if they can prove the parents are not fit/ dangerous.
As long as both (either) parent is fit... they retain their constitutional rights to make decisions for the child. That can include preventing the child from contact with the grandparent. Unfortunately, due to pressure from many grandparents, many states passed laws that "gave" rights to grandparents. Eventually, this went to the US Supreme court, who ruled that PARENTAL rights are constitutional, not grandparents. Meaning, many laws on the books in states are contrary to the Federal ruling.
I am a grandparent, and honestly agree with the Supreme court ruling. I raised my children, and it was my job to make choices about their welfare and safety. My grown kids should have that same right.

It all depends in what area you are talking about. In some states Aus grandparents are able to petition for visitations to see their grandchildren if the parents separate. But most of the time they are just ignored.

My son had my access placed into his orders when he separated from his wife and I have been able to continue to be part of my grandchildren' s life. Without the order I may never have seen them again.

It depends on the State that you live in and that will also determine what those rights are. Most of them are basic and always hard to enforce.
