i want a software which can allow me to pause downloads and resume them after shutting down the pc and then resume them after restart

Try Opera instead of internet explorer for downloads.There is a stop option.One can resume downloads afterwards.But not sure if it works when you shut down.You can download it from www.opera.com/download/

yes try to download the Download acelarator to do so, you are suppose to put "download acelarator" as a key word in google.com and search

there are many download accelerators out there to do what you want
i would recommend DAP
