and if they are public info, does the same apply for arrest charges made against a juvenile??

In California the Government Code specifies what information law enforcement (or the jail) must release on an adult who has been arrested. They must release:
6254(f) (1) The full name and occupation of every individual arrested by the agency, the individual's physical description including date of birth, color of eyes and hair, sex, height and weight, the time and date of arrest, the time and date of booking, the location of the arrest, the factual circumstances surrounding the arrest, the amount of bail set, the time and manner of release or the location where the individual is currently being held, and all charges the individual is being held upon, including any outstanding warrants from other jurisdictions and parole or probation holds.
You may contact the arresting agency and ask them for this information.

All court records/arrest reports or court decisions are public record and can be found in the proper offices.
As for juveniles records no. Unless they committed a crime and will tried as an adult. They can get speeding tickets and it be handled in justice court (smaller court) or any other misdemeanor cases can be handled there also, but names are not published in an arrest report say like in a paper.
Just depends on the crime, age, and if turned over to juvenile court or not.
PS: to get to see the copy you go to the clerks office and thru the proper procedure.....if you filed a charge you can ask them what has been done, or if you think charges have been made out against you then call and ask also if anyone has made out charges on you. If you know a person pretty well you should know if they were in jail or arrested or not.
For most cases, a bond must be set in a certain time frame and the person not held unless the sheriffs office is holding them while doing further investigating.

It varies from state to state. Most places I know of the reports are public information. When a juvenile is charged their identity is protected (usually blocked out or listed as protected identity), but the report is still public.
