“If one offers Me with love and devotion a leaf, a flower, fruit or water, I will accept it.”

In the purport (click the link above) HDG Bhaktivedanta Swami Prabhupada states "Without the basic principle of bhakti (devotion), nothing can induce the Lord to agree to accept anything from anyone".

Therefore it's clear that God first of all sees the devotion. Means for God the intent matters not the content of your offering. If you are offering something to God for your own happiness, your offering will not be acceptable. But if you do it with a sole intention of pleasing the God with love and devotion, he'll accept it.
