Everybody develops at different rates!!! You can start developing from the ages of 9 up to 12 or 13. I am not sure if you are an early or late developer, but if its early you can feel very isolated and feel different (as you stand out...ironically the same thing can happen if you are a later developer too). ITS NORMAL. I think Dr's suggest you get checked out if your period does not start by the age of 17. Guys may start developing even later too!!!..not periods that is.
You may want to talk to someone or look on the net for some websites which have infomation on body devlopment (which there are some really good ones with easy to understand information).

From conception on til death do us part. The human body is constantly developing. If you happen to mean physical and or sexual maturity by the vague term "developing," puberty can come as early as 7 years in some countries, but average for most is 11-14 years of age, although some do not mature until even later. Bone growth usually does not go beyond age 25.
