To get it on your own, 18. Before then you need a parent/gaurdian to go with you and sign for it at the time of getting it. Go to a piercing parlor, home piercings are not only stupid but dangerous and usually mess up. Depends on the shop you go to. Price varies and cheapest is not the best!

Depends on where you live. Some places you can get a piercing at 16 without parents consent, other places you have to be at least 18.
Check your local laws and find out what you need to know. Generally a call to a local reputable tattoo and piercing parlor will be able to tell you what's what, but that can be questionable since some shops don't always go by the law, or abide by the law and have their own policies (i.e. some shops won't touch a minor or anyone under 18 even if the state law allows it)
As far as cost, it varies from shop to shop and based on type of jewelry chosen. Expect to pay $35-65 USD and you should tip your piercer

Call a reputable studio in your area. Some places you can get piercings at 16 without parental consent, at others you will need to either bring a parent or wait until you're 18 (it depends on the local laws and regulations). If you get the answers you want, book an appointment.
Price varies between studios, the only way you know is to call. Cheapest is rarely the best, this is one industry where you absolutely get what you pay for.

Be careful. I say this for two reasons. I have my tongue pierced, no worries there. I also had the 'labret' piercing done on my chin/lip. It looked hot, but it never healed properly and so I took it out. I now have a scar that looks like a bad acne mark where the piercing was.
My second story is about my 12 year old daughter. Last year I let her get her ear pierced up the top in the cartilage. Within 2 weeks it was very infected. A HUGE lump formed behind her ear and then on her skull and she needed two lots of surgery under full anaesthetic to get rid of the necratised (dead) flesh. The bacteria ate the cartilage and she now has a VERY deformed ear. The surgeon told us she was one of the lucky ones. He had a girl die from a tongue piercing, many tongues that have had to be partially cut out from infection and has had many patients with chunks of lip cut off due to infected piercings. I don't mean to burst your bubble, but I really think people need to be aware of the dangers before doing it.
I hope this hasn't given you nightmares, and that whatever decision you make, you end up ok.
Best of luck :)

Your age is fine if you have parent consent. No tat shop will do it without consent, or at least shouldnt. The tat shop I go to would charge $45.00 . I think thats about average for any piercing. I have my lip pierced and I love it. I have a gold hoop that fits tight to my lip, looks hot. Good luck

You would have to wait until you're 18 and go to a professional. Don't self pierce... It depends on the shop as to how much. Mine was 45.

In Scotland in the UK the age of self consent for a piercing is 16.
ask around, word of mouth is very important, one name will crop up time and time again and is usually a good way of getting a recommendation, go along and speak to the piercer prior to making an appointment, this lets you get to know who will be performing your piercing and the time to ask the many questions you will have, they welcome responsible customers who take the time to ask. they will explain the procedure and all expections, aftercare will also be explained, and again once you have your new jewellery, in the UK this averages between £25-£30 approx, good luck

i have a feeling you should wait until you are 18 because 1-they wont do it without a parental consent and some shops wont do it at all untill you are 18. a lip ring is not something permanent, when you take it out, you will have a scar on your lip because you will not always want this lip ring, like for job purposes. just wait and think about it. your still young.
