What is the best way to refurbish them? What can I use to remove the flaking paint and mould?

All informative answers are appreciated....I am in the UK!

First, remove your old paint with stripper, brush well into corners, use the old type of scrubbing brush with brown bristles, not the nylon version.
Are the windows galvanised steel or aluminium? Use a quality primer, make sure the frames are well dry...a warm day is better. If they are Aluminium, you MUST use an "Etch Primer". Finnegans Hammerite range are excellent, for steel or aluminium (use "Special Metal" primer for aluminium)
Personally, I'd use Finnegans "Smoothrite" as my topcoat.

Now, if these are those horrid metal window frames.....draughty as hell... Do this at the end of summer, when the paint has set well...
Slightly roughen the paint on the fixed part of the frame, vaseline the opening part of the window which would mate with the frame. Using clear silicon sealant, run a bead around the frame section (thats why we roughened it) then, close the window to the 'just a little open' catch. The sealant will squeeze out, forming a customised seal. Leave for a day or so, with a blade, cut away the excess, then open the window (you did vaseline the window, i hope!!!!. When you close the window fully, you will have a gas-tight seal, no draughts.....

Go at the flaky bits with a scraper, you can remove what's left with some paint stripper, or if you're lazy (like me) just give it a rub with some fine sandpaper. Then use a METAL undercoat before using your chosen colour. Finishing with a protective top coat is good idea too.
Dettol make a mould spray which will clear of the mould (but a bit of bleach in some soapy water will do just as well).

get a good electric paint stripper or hot air gun what ever you want to call it they are not very dear but they are so good it will strip the paint rite down i used one on my skirting board and my back window and it took all the old paint rite back and it looked like new after but get some face masks as they can be a bit smelly when you do it
