Its the same type of bone you have in your forearms, or your shin bones. There are 2 bones there... one is quite a bit smaller than the other. Look at an anatomy site and see your skeleton diagram.

Could also be a tendon-the chickens we buy usually have the leg tendons removed but sometimes one gets missed. You can see them in turkey legs. tendons attach muscles to bones. Also, previous answerer is correct, chicken legs have two bones, one quite thin, just as we do. Could be that's what you see also.
