Do as other nations do. Send spies over to other nations with the know-how to make intercontinental ballistic missiles and steal the technology or bribe a scientist for the state secrets. Or you can go through Russia and for a few billion dollar contracts will sell you technology and even offer to build them for you. Better yet, go on ebay and see if any are on sale. That's where Venezuela found some military hardware on the cheap.
