One time, during my rookie year, I made a traffic stop, wrote the citation and was back in my car. I decided to run radar from that spot while I caught up my patrol log. I noticed that drivers were dropping almost 10 mph off their speed as they came down the road, even if they were well within the limit. It was almost 15 minutes of this before I realized I had left my red and blue emergency lights running after the original traffic stop. I guess there is something to be said for leaving warning lights on. . .

You're friend is wrong. The safety lights are optional. I've seen it both ways in parking lots and medians. I guess it depends on if they want to catch people or just get them to slow down.
Tell your friend to pay the ticket or slow down.

No, they do not need to make themselves visible to anyone. Entrapment occurs when a Police Officer induces a person to commit a crime and then tries to punish the person for committing it. A person speeds by their own freewill. If they are caught while doing it, then good for the Police.

They never have to have the lights on. I used to leave them on if I didn't feel like actually stopping someone but wanted to make it look like I was working. When I wanted to catch people I'd hide and turn off everything.
