I would like to know the best procedures for lost baggage?

I am from philippines. I travel from Pristina to Istanbul via Turkish Air and Istanbul to Dubai and Dubai to Manila both via Emirates. My baggage was lost since November 23,2006. I contacted DNATA Philippines on this but until now they coudn't give me good reply.
