It's not rude, but declining it has to be done with grace.
However, there are circumstances when it's just as easy to accept a tip, and say "thank-you" - rather than have one of those drawn out embarrassing moments (for example, when dealing with some old people who won't take no for an answer)....
Ultimately, it depends on the circumstances. Politeness means never making the other person feel uncomfortable, hurt or offended - it's really up to you.

The real question is why would you refuse money from someone who is offering it to you. I deal poker for a living and i make my living on tips and i have never thought about not taking it. If it is of there free will then i have no issue with it at all. I guess you could turn it down, but i ask why turn down free money.

When I worked as a bog boy for a super market, there was a sign in the window that said "no tipping" But the boss told me if they offer, take it because it was rude not to. I don't know how true that is but I didn't mind taking the tips.
Just be sure to thank the customers if they do tip you.

Having worked in a hotel restaurant and never accepted a single tip, despite having the opportunity, I find the best thing to do is be gracious and polite but share the tip equally with your co-workers.

That's a real toughie! I can see how some people might be offended, but I don't think it would be rude to refuse a tip, especially as some employers don't allow their staff to accept them. If you refuse it graciously, and with a smile, and they still get offended, well.. too bad for them :)

If you are allowed to accept tips take it and say thank-you. I once worked in a hospital cafeteria where we were not allowed to accept tips. A co-worker and myself had done something special for a family and one of the customers offered us $10. When we told him we were not allowed to accept, he throw it down on the floor and told us to find it.

It's not just a question of whether it's rude - tips are generally offered not just for service given but for the promise of future service, they create a moral contract between you and the giver, if you are not in a position to deliver your side of that contract you should not take it, if you are, with your employer's agreement, then take it.

I've been to places where the workers are told not to accept tips. When I try to give them, they tell me that it's SOP and I actually respect them for that. I get impressed when workers refuse tips because management tells them to.
You might want to tell the tipper why you're refusing the tip. They'll understand.

of course it is rude, cause the other person is being kind with you (he thought that maybe will be rude if he do not offer you a tip) .. if you refuse you make him feel stupid.

A friend of mine would say that if you don't take it then you've robbed that person of the gift of giving. I would say that you should initially thank them, but politely decline. If they insist then accept it graciously.
