are they suposed to be able to tell what colors are

Each child develops at his/her own rate, boys tend to develop a little slower than girls, but they all seem to even out eventually!
My 20 month old daughter doesn't know all her colours yet, but speaks very well, counts quite well, can identify animals, and has learnt to use the toilet. She has totally different strengths at this age, than her brothers and sisters had.
If your 21 month old child has learnt colours already then I would say s/he is doing very well. Try not to spend too much time comparing his /her abilities to other peoples children, you will send yourself mad!!

No, they're just learning their colors at that age. A child is generally about 3 before they know some of their colors. At three they may still get some wrong. A 21 month old is still working on speech.

i'd say kids are smarter than that...i lived with a women who was an awful parent (drug adict) and i spent alot of time with her son (15 months old). he knew his abcs, and i was able to teach him some basic chinese in under a month (numbers, colours, want, not want, and some nouns (milk, bread, etc). kids can pick up stuff very quickly if u spend the time teaching them. just make a game of everything. this little boy enjoyed being taken out to electronics stores and was soon able to identify 'dvd player' 'cd player' etc.
use sheltered english constantly (stuff he has heard before) and he'll pick up things very quickly.
ooh forgot to say: green and blue are often confused...idk why. perhaps they are more similar to a child's eyes.

No...my daughter is 21 months old. She doesn't know colors yet, but she seems attracted to bright colors. She loves to color in her book with colored pencils and she always uses the reds and oranges. My son is 3 and learning his colors. He doesn't get them right every time, but he's working on it.

they're suppose to know their abc's. algebra, all of the american history. if he doesn't know this you have a very dumb child.

not yet but there brain starts to imagine images, voices, etc...
