We did that by accident too. We had to take it into the repair shop but it only cost £25 to re install and to check for any other problems.

If your using Xp then do a system restore if it's any older version 98 or 95 than you may want to get a disk somehow.

try a system restore, if its a dell comp more than likely will have nortons ghost installed, which will replace your windows from a ghost back up. on the boot screen hit f2 or whatever prompt is given for set-up. but for a system restore
Click Start, point to All Programs, point to Accessories, point to System Tools, and then click System Restore.
2.
On the Welcome screen, click Restore my computer to an earlier time, and then click Next.
3.
On the Select a Restore Point page, select the date from the calendar that shows the point you'd like to restore to, as shown in Figure 2, and then click Next.

use f8 on start up-
press f8 continuiously untill it askes you a 'bunch of stuff' look for somethink that says start in safe mode. if a menu comes up and it dosnt say that, just press esc because your in the wrong place. start it in safe mode and wait till it starts. then check in the recycle bin if the files are still there.
Oh and if you updated windows it's normal! just right click on the top tool bar and you can select the ones you want from there.
you should try restoring the internet options to there defaults.
the new internet explorer you have to press alt in explorer to get the toolbar up.

Do you still have the GUI ?
If you still have the Graphic User Interface, then you can try going back to Start, Control Panel, Performance and Maintenance and System Restore where you can set it to a date before this incident.
Otherwise, you're sunk!
All the best!
Cheers!

Try restore point
better option is get a disk of your own(It can be useful anytime) and format your c:\ or repair using the disk(which is not possible if you don't have the exact copy of the cd from which you have installed)
