No, the changless God; the God of love, the God of wrath, the God of glory, the God of might, the God of peace, and the God of grace is at work in the universe to bring everything to His end and purpose. He does this through the work of His Son in creation and redemption. "the creation itself will be set free from its bondage to decay and obtain freedom of the glory of the children of God. For we know that the whole creation has been groaning together in the pains of childbirth until now. And not only the creation, but we ourselves who have the firstfruits of the Spirit, groan inwardly as we wait the redemption of our bodies."
If change were the only constant in a closed universe, then life is meaningless. Life is just a bunch of matter and energy. We all want our lives to have meaning and value, change cannot provide it. But God has provided redemption from our sin to a new life because God acted on behalf of sinners to save those who believe.

No. There are no constants in the universe. Change, by it's very nature, cannot be constant because it constantly changes.

Speaking as someone with knowledge of buddhism there are, according to the Dahma, 3 universal constants: change, suffering and non-self. (the 3rd sort-of meaning that nothing is actually yours)
