mp3 file converter and last.fm?

Hi, I'm trying to find a free file conversion software that will allow me to convert my mp3 file to a specific mp3 format. I need to be able to manipulate the MPEG version, (i.e MPEG-2), the frequency (specifically to 44.1 kHz) and the stereo mix (specifically to Stereo or Joint Stereo Mix). Any ideas? thanks!

Try this program.
But to convert your mp3 to mp4 use the ipod software if you have one or just download it, that should do it, then use this program to manipulate it you can do all sorts of things with this program.
